Sir,
I have the honour to draw your attention to certain changes already reported to you in the staffing of the Kowloon and Victoria British Schools. In consequence of these
changes some further re-organisation will be necessary in 1914. At
the same time owing to the rapid growth of the schools an increase in the Staff of both of them appears to me to be called for.
Kowloon School. For reasons given in my

Despatch No. 203 of 9th. June, 1913, it has been thought desirable
to restore the post of Headmaster, and this has received your
sanction. Since Mrs. Main has been transferred to the Peak School
2222 (my Despatch No. 201 of 7th. June, 1913) the need for a Headmistress
at Kowloon School no longer exists. I propose to replace her by an
Assistant Mistress on £200 rising to £220 after 3 years, the usual salary of such an appointment. That part of the Staff therefore which is engaged from home will consist of one Headmaster and 2
Assistant Mistresses.
With reference to the locally engaged Staff, now consisting of 2 teachers on salaries of 3480 rising to 8660, the Director of Education has pointed to the necessity of increasing the salaries of these and similar appointments in the British and Belilios Public Schools. This need has arisen partly from the increased cost of living, but mainly because when the salaries of these appointments were fixed several years ago very little in the
